    Road Emergency: Kilometers Requiring Urgent Repair in Spain Have Tripled Since 2022.

    Recent studies in Spain paint a bleak picture of the country’s road network. According to the latest report from the Spanish Road Association (AEC), presented in July 2025 and based on data collected in 2024, more than half (52%) of the interurban road network suffers from severe or very severe pavement deterioration. This diagnosis, obtained for the first time using artificial intelligence (the ASIMOB system), indicates that this is the worst situation since the late 1980s, comparable to the state of affairs in 1985.

    The scale of the deterioration is overwhelming and has worsened exponentially. A total of 33,966 kilometers require urgent reconstruction within less than a year—a figure that nearly triples the 13,000 km recorded in the 2022 report. In addition, another 20,407 km have serious damage requiring intervention within four years. In total, over 54,000 km of asphalt have significant problems, from potholes and cracks to characteristic “crocodile cracking.” The main cause is chronic and insufficient investment in upkeep and maintenance. According to the AEC, while it would be necessary to invest annually around 2% of the network’s asset value (about 5.2 billion euros), actual investment is barely around 2 billion, creating a maintenance deficit that accumulates and worsens the problem at an annual rate of 8%.

    The situation is not uniform across the country. Roads in Aragon are in the most critical state, with 68% of its network severely deteriorated, far above the national average (52%). They are followed by regions like Castilla-La Mancha and Galicia (59%), and La Rioja, which leads in “very urgent” needs (41%). On the other end of the spectrum, the Valencian Community has the best figure, with 32% of its network affected. Responsibility for repairs falls on the various road authorities: the State (through the General Directorate of Roads), the autonomous communities, and the provincial councils. The study specifically analyzes the over 101,700 km managed by these administrations, excluding toll motorways and minor local roads.

    The cost of bringing this road infrastructure up to standard is astronomical and cannot be delayed any longer. The accumulated investment deficit amounts to 13,491 million euros, 43% more than in 2022. Of this amount, 4,721 million correspond to the State Road Network and 8,770 million to the regional and provincial networks. This increase is due, in almost equal parts, to rising costs (materials, energy, labor) and the accelerated worsening of the infrastructure itself. The AEC urgently calls for a solid funding mechanism combining public budgets, European funds, and possible pricing systems, in addition to proposing a review of tax exemptions in other transport modes to allocate those resources to roads.

    In summary, we are facing an infrastructure crisis that goes beyond mere traffic flow. The poor condition of the pavement compromises road safety, forcing drivers into more tense and erratic driving; hampers economic efficiency by increasing the time and cost of goods transport; and hinders territorial cohesion and the transition towards more advanced mobility. Posting “poor road surface” signs is a patch that does not reverse the systemic deterioration. Decisive action is required, with sustainable funding and political priority, to prevent the peninsula’s main communication system from continuing to disintegrate.

    This analysis, however, only addresses one side of the coin. The direct economic impact this deterioration has on professional transporters, the true backbone of commerce, deserves a separate chapter due to its severity and its consequences on final prices. We will discuss this in an upcoming commentary.

    Urgență rutieră: Kilometrii care necesită reparații urgente în Spania s-au triplat din 2022.

    Studiile recente realizate în Spania înfățișează o imagine sumbră a rețelei rutiere a țării. Conform ultimului raport al Asociației Spaniole de Drumuri (AEC), prezentat în iulie 2025 și bazat pe date colectate în 2024, mai mult de jumătate (52%) din rețeaua de drumuri interurbane prezintă degradări grave sau foarte grave ale pavajului. Acest diagnostic, obținut pentru prima dată folosind inteligența artificială (sistemul ASIMOB), indică faptul că ne confruntăm cu cea mai proastă situație de la sfârșitul anilor ’80, comparabilă cu cea din 1985.

    Amploarea degradării este copleșitoare și s-a înrăutățit exponențial. Un total de 33.966 de kilometri necesită reconstrucție urgentă în mai puțin de un an – o cifră care aproape triplează cei 13.000 km înregistrați în raportul din 2022. La aceștia se adaugă alți 20.407 km cu daune grave care necesită intervenție în mai puțin de patru ani. În total, peste 54.000 km de asfalt prezintă probleme semnificative, de la gropi și fisuri până la caracteristica “piele de crocodil”. Cauza principală este o cronică și insuficientă investiție în întreținere și conservare. Conform AEC, în timp ce ar fi necesar să se investească anual aproximativ 2% din valoarea patrimonială a rețelei (circa 5,2 miliarde de euro), investiția reală se situează la abia 2 miliarde, ceea creează un deficit de întreținere care se acumulează și agravează problema cu un ritm anual de 8%.

    Situația nu este omogenă pe teritoriu. Drumurile din Aragon se află în cel mai critic stadiu, cu 68% din rețeaua sa grav deteriorată, mult peste media națională (52%). Urmează comunități ca Castilia-La Mancha și Galicia (59%) și La Rioja, care conduce în ceea ce privește necesitățile “foarte urgente” (41%). La celălalt capăt, Comunitatea Valenciană prezintă cel mai bun rezultat, cu 32% din rețeaua sa afectată. Responsabilitatea reparațiilor revine diferiților titulari ai drumului: Statul (prin Direcția Generală de Drumuri), comunitățile autonome și consiliile provinciale. Studiul analizează în mod specific cei peste 101.700 km gestionați de aceste administrații, excluzând autostrăzile cu taxă și drumurile locale minore.

    Costul de a aduce această infrastructură rutieră la un standard adecvat este astronomic și nu mai suportă amânări. Deficitul acumulat de investiții se ridică la 13.491 de milioane de euro, cu 43% mai mult decât în 2022. Din această sumă, 4.721 de milioane corespund Rețelei de Drumuri de Stat și 8.770 de milioane rețelelor regionale și provinciale. Această creștere se datorează, în părți aproape egale, creșterii costurilor (materiale, energie, forță de muncă) și însăși accelerării degradării infrastructurii. AEC solicită cu urgență un mecanism solid de finanțare care să combine bugete publice, fonduri europene și posibile sisteme de tarifare, în plus propunând revizuirea scutirilor fiscale în alte moduri de transport pentru a aloca acele resurse către drumuri.

    Pe scurt, ne confruntăm cu o criză de infrastructură care depășește simpla circulație. Starea proastă a pavajului compromite siguranța rutieră, forțând șoferii la o condusă mai tensionată și eratică; frânează eficiența economică, crescând timpul și costul transportului de mărfuri; și îngreunează coeziunea teritorială și tranziția către o mobilitate mai avansată. Amplasarea semnelor de “pavaj defectuos” este un plasture care nu inversează degradarea sistemică. Este necesară o acțiune decisă, cu finanțare sustenabilă și prioritate politică, pentru a preveni continuarea dezmembrării principalei rețele de comunicare a peninsulei.

    Această analiză, totuși, abordează doar o față a monedei. Impactul economic direct pe care această degradare îl are asupra transportatorilor profesioniști, adevărata coloană vertebrală a comerțului, merită un capitol separat din cauza gravității și consecințelor sale asupra prețurilor finale.
