Below is a four-paragraph summary of the temporary suspension of Low Emission Zones (LEZ) in Catalonia:
In an exceptional and urgent measure, the Generalitat of Catalonia has requested 16 municipalities to temporarily suspend their Low Emission Zones. This decision, which implies the cessation of fines and the elimination of circulation restrictions for all vehicles, including those without environmental badges, responds to an emergency situation in public transport and not to a change in ecological policy or a judicial ruling.
The main reason for this suspension is the serious crisis affecting the Rodalies (commuter train) service in the region. In recent weeks, coinciding with the Adamuz railway accident, the network has suffered numerous incidents, delays, and cancellations, which has significantly reduced the capacity of public transport to absorb the daily commutes of thousands of citizens.
Faced with this situation, the Catalan government has chosen to make the use of private vehicles more flexible to guarantee the mobility of the population. According to the authorities, maintaining LEZ restrictions while the train service is not operating normally would make daily commutes excessively difficult. Therefore, the affected municipalities and the Barcelona Metropolitan Area have been urged to apply the measure immediately by decree.
The cities that have suspended their LEZs include large urban centers such as Barcelona, Badalona, L’Hospitalet de Llobregat, Sabadell, and Terrassa, among others. It should be noted that this is a temporary suspension, the duration of which has not been specified by the Generalitat, and it contrasts with the pressure that Europe is exerting on municipalities that have not yet implemented these environmental restriction zones.
The complete list of municipalities affected by this temporary suspension is made up of 16 Catalan localities that already had their LEZs fully operational and applied penalties. These are: Badalona, Barcelona, Cerdanyola del Vallès, Cornellà de Llobregat, El Prat de Llobregat, Esplugues de Llobregat, Gavà, L’Hospitalet de Llobregat, Lleida, Mollet del Vallès, Sabadell, Sant Adrià de Besòs, Sant Cucugat del Vallès, Sant Joan Despí, Terrassa and Viladecans. In all of them, the control cameras have temporarily stopped issuing fines, allowing the free circulation of any vehicle regardless of its environmental badge.
