Truck Tolls: The Road to Green is Full of Bumps

by Marisela Presa

According to an analysis by Diario del Transporte, a specialized Spanish digital publication, toll payments have become one of the most significant expenses for freight carriers. This cost, which falls directly on the final price of journeys, significantly increases the cost of road freight transport, affecting the sector’s competitiveness.
The situation goes beyond a simple tariff increase. European institutions are using these rates as a tool for environmental pressure. The stated goal is clear: to incentivize, almost force, the renewal of the truck fleet towards less polluting vehicles. The greater the energy efficiency and the lower the CO2 emissions, the lower the toll costs will be in many of the new systems.
Experts from the European Union defend this strategy. They argue that to achieve the goals of the European Green Deal, it is necessary to discourage the use of obsolete technologies. A sustainable mobility specialist consulted by the publication stated that “differentiated tolls are an effective mechanism to accelerate a transition that, although costly in the short term, is inevitable and necessary.”
However, critical voices are rising from within the transport sector. Many carriers believe that this transition is happening at an impossible pace and with an unsustainable cost for small and medium-sized enterprises. Acquiring a new truck with low-emission technology represents a multi-million euro investment that not all companies can assume in the short term.
This scenario creates a vicious circle: high tolls for using old trucks reduce profits, which in turn limits the investment capacity to renew the fleet. The carrier is trapped between the need to work with competitive prices and the regulatory and fiscal pressure that increases their operational costs.
In conclusion, the debate on tolls for freight transport is no longer just an infrastructure issue, but a central element of European climate policy. While institutions are betting on this path to reduce emissions, the sector faces an unprecedented economic challenge, seeking a balance between financial survival and the obligatory environmental adaptation.
